The committee began circulating proposals before meetings and collecting brief written responses. Members could identify a concern without having to interrupt a confident speaker. Disagreement became more visible, even though the committee's membership had not changed.

Recognizing limitations did not require abandoning inquiry; it required stating what the evidence could and could not support. The improved study answered a narrower question more convincingly. Its value lay in reducing specific sources of uncertainty, not in claiming certainty without qualification. Careful experimentation can therefore strengthen knowledge while also making the boundaries of that knowledge more explicit.
