A university office introduced software to sort applications into categories. The system reduced repetitive work, and staff could review cases more quickly. They addressed different barriers between a potential user and an existing resource.
The team also avoided assuming that one modification would help everyone equally. Printed copies could help people with poor connectivity but would not by themselves solve every reading difficulty. Interviews with users remained necessary to discover which barriers persisted. The project illustrates why access is better understood as a relationship between a resource and the circumstances of its users than as a property of the resource alone. Disagreement became more visible, even though the committee's membership had not changed.
